For the Municipality of AAK, the integrated management of issues related to the quality of the environment, mitigation and adaptation to climate change is an exclusive concern as it is also dictated by European and national legislation. In this context, the Municipality of AGII ANARGIRI-KAMATERO participates in the European project "ENERGY EFFICIENCY PROJECT DEVELOPMENT FOR SOUTH ATTICA -PRODESA" (with contract number 754171). The approved proposal has been included in the EU22 Measure of Horizon 2020, from which it is 100% financed.
The project aims to support seven large municipalities in the metropolitan area of Athens in order to implement energy efficiency and renewable energy interventions in groups of buildings, using innovative financial tools and attracting private investment mainly through Energy Service Providers (PEI).
Citizens and, especially, students.
The duration of the project was 51 months.
Municipality of AAK is one of the 5 key Partner Municipalities in the PRODESA project which we consider to be an example for the entire Public Sector especially in a critical period where all efforts must be intensified to achieve the goals for dealing with the Climate Crisis.
As part of the project, the Municipality has included a total of 26 buildings (20 school buildings + 6 municipal buildings) for which energy interventions have been studied, the main feature of which is the electrification of the heating system and the integration of photovoltaic systems on the roofs of buildings. to ensure the supply of electricity and make the building almost zero consumption.
The use of photovoltaics in combination with the modernization of the heating system greatly reduces carbon dioxide emissions, while in the majority of buildings a very good energy offset is achieved resulting in a large reduction in the cost of purchasing electricity.
The financing plan studied under PRODESA for the implementation of the energy upgrade project of the buildings was based on the combination of public subsidies and private funds.
The financing scheme that was finally selected for our Municipality includes financing from own resources and from the Contractor, through a contract in the form of an Energy Efficiency Contract (EPC). In order to reduce the repayment period of the Project and make it sustainable, we sought to raise public grants. However, although our proposals were included in 3 financing programs, unfortunately we finally faced the refusal of 2 managing authorities to include the financing in the single Contract for the 26 buildings in the form of SEN. Therefore, we proceeded to the auction for 19 buildings with a SEA contract, while for the rest, the classic contracting contracts will be concluded.
Apart from the expected energy and environmental benefit, the improvement of comfort conditions, through the proposed interventions, will help to acquaint the users and especially the students of the schools with the energy saving technologies, the use RES and, in general, by adopting environmentally friendly habits.

The significant financial benefits from the drastic reduction of energy costs are crucial for the Municipality of AAK. At the same time, the implementation of the project helped to develop knowledge with all the processes that took place during the years of its implementation, such as close inter-municipal cooperation, experience in alternative funding tools such as crowdfunding, the innovative way of implementing the project through value for both the services involved as well as the mechanisms of the Municipality.
