Objective Action

The initiative aims to systematically strengthen the operational preparedness of Greek ports against marine pollution incidents, ensuring immediate, coordinated, and effective response. At the same time, it seeks to foster a shared operational culture among public and private stakeholders, with a focus on prevention, operational collaboration, and the protection of the marine environment.

 

Target Audience

The initiative is addressed to port authorities, port organizations, shipping and industrial companies, institutional and regulatory bodies, as well as local communities directly affected by port operations and the protection of marine ecosystems.

 

Duration

The operational exercises were carried out throughout 2026, at different time periods and locations, as part of a coordinated multi-site implementation program.

Each exercise had a targeted duration, tailored to the operational requirements of each port, while the initiative as a whole is part of an ongoing process of strengthening operational preparedness and is repeated on a regular basis to ensure continuous improvement.


Description

In an environment of increasing maritime activity and escalating environmental challenges, the need for immediate and effective management of marine pollution incidents has become critical for the sustainability of port ecosystems and the safety of coastal areas.

At the same time, the applicable national regulatory framework, including Presidential Decree 11/2002 regarding the National Emergency Plan for combating pollution incidents from oil and other harmful substances, establishes strict requirements for operational preparedness, pollution response planning, and coordinated response mechanisms within port environments.

In response to this need, Antipollution, a member of V Group, designed and implemented a comprehensive program of operational exercises across eight strategic ports in Greece, aiming to enhance national operational preparedness and assess the effectiveness of existing pollution response mechanisms.

The exercises were based on realistic and complex accidental pollution scenarios, simulating oil spill incidents from vessels and port facilities. Within this framework, approved marine pollution contingency plans were fully activated, while all necessary operational equipment was deployed, including containment booms, mechanical recovery systems, temporary storage tanks, and support vessels.

The implementation of the exercises included:

the immediate mobilization and deployment of operational teams
the application of containment and recovery procedures
real-time coordination among multiple involved stakeholders
the evaluation of operational performance based on specific indicators

Particular emphasis was placed on coordination and collaboration between public and private entities, strengthening cohesion and synergy under crisis conditions. At the same time, the exercises served as a mechanism for training and knowledge transfer, enabling the identification of improvement areas and the enhancement of operational protocols.

The initiative is part of a broader framework of continuous operational improvement and resilience enhancement of port infrastructure, actively contributing to the development of a safer and more environmentally responsible maritime environment.

Impact on Society

The implementation of the operational exercises led to a substantial upgrade of port preparedness and the overall capacity to manage marine pollution incidents at a national level.

Specifically:

mobilization and deployment times of operational equipment were significantly improved
the effectiveness of containment and recovery procedures was enhanced
the level of coordination and cooperation among stakeholders was upgraded
critical improvement points were identified, leading to the update and optimization of operational plans

At the same time, participating stakeholders gained valuable hands-on experience in simulated crisis conditions, strengthening their ability to respond effectively to real incidents.

At an environmental and societal level, the initiative contributes proactively to reducing the risk of large-scale pollution incidents, protecting marine biodiversity, coastal activities, and the economic sustainability of local communities dependent on the sea.

The initiative acts as a value multiplier, strengthening the overall environmental resilience of Greek ports and shaping a more robust framework for managing environmental risks.



Initiative Location

The initiative was implemented across eight ports in Greece, which constitute key hubs of maritime activity and cargo movement. Indicatively, the exercises took place in the ports of Piraeus, Elefsina, Rafina, Patras, Igoumenitsa, Nafplio, Heraklion, and Chalkida, covering a wide geographical range and diverse operational environments.

Operational teams were responsible for the full deployment of equipment, the implementation of procedures, and the proper execution of the exercises, contributing significantly to the successful delivery of the initiative.
