Creation of a Circular Economy Support Structure in the Region of the Ionian Islands

Creation of a Circular Economy Support Structure in the Region of the Ionian Islands
SUBMITTED FROM:

REGIONAL SOLID WASTE MANAGEMENT AUTHORITY OF IONIAN ISLANDS

The adoption of basic sustainability principles and the circular economy model in a way that is friendly to the environment and public health are a priority for the Ionian Islands Region.

Applying such a model to solid waste management is our vision. Decade-old approaches are not easy to change. It takes time, but slowly and surely we are getting there.

The implementation of a waste management cycle with an emphasis on Sorting at Source, recycling and reuse. Bio-waste and biomass management units, with new modern waste treatment units able to meet the new national and European targets.

Our goal in the not-too-distant future is to put an end to the untreated burial of waste.

No one is spared in this effort. Participation is an act of consistency and responsibility.

We continue to work tirelessly and collaborate to make our vision a reality.

Objective Action

The ever-increasing world population and rapid economic growth
they now make consumption unsustainable as it is accompanied by high needs in
natural resources, which are often scarce and finite. The turn from
existing linear economic model of production-consumption-disposal in a more
circular economy is imperative. Only in this way can the use be maximized and
optimize the utilization of resources, products and capital and to
minimize consumption and waste of resources.

The vision of FoDSA Ionian Islands is to create a Region based on principles
of Sustainability and the Circular Economy. A Region that will nominate her
recycling, the reuse of materials and products, sorting at the source, the
industrial symbiosis and the protection of biodiversity.

Our goal is the transition to a circular economy that contributes not only to
saving resources but also reducing environmental and climate impacts
while simultaneously promoting innovation and increasing competitiveness and
creates new jobs.

The management of waste as materials/resources is the most suitable area
implementation of circularity at local government level.

Strategic planning at the local government level can be the
appropriate tool for planning and setting priorities and
implementation of actions that will gradually lead to circularity and of course the
continuous evaluation of actions and results. The design can
includes new actions either for citizens or for the organizations themselves and
Municipal services, local businesses and other interested parties.
For waste management the potential that
include in the sense of the materials and resources consumed for the
their production. The reuse of secondary products will contribute to
reducing the environmental impact resulting from the production of new goods
while the recovery of secondary materials can help reduce dependence, in
local, national and European level, from the import of primary raw materials.
The contribution of reuse also includes limiting negatives
environmental impacts related to the extraction and transportation of the materials
of these.

The tools primarily employed in this area include avoidance
production of waste, the reduction of its creation, the recycling of materials/resources
and recovery. The goal is the greatest possible independence from resources and the
re-promotion of materials at the local level thus approaching its achievement
circularity in the local economy. The local government and other locals
factors, can play a key role in this direction through
initiatives to prepare, communicate and implement strategies
reducing waste, strengthening separate collection and improving recycling.
The residues and wastes of an activity should constitute
secondary material and resource of another production/processing activity.
FoDSA intends to take the initiative for the supporting regional structure
Circular Economy and we invite our members, Region and Municipalities, to join and to
participate in this initiative of ours.

In order to apply the principles of the circular economy, identification is necessary
of the existing situation with an emphasis on identifying the problems, as well as on
prioritization of actions towards the transition to circularity. Subsequently
requires the development of an integrated strategic plan that will constitute one
specific action plan with specific steps and goals that will lead us to
to make the vision of the circular economy a reality. Of an action plan that
will promote waste prevention, reuse,
recycling, the zero landfill, the reduction of food waste, the rational
water use, ecological design, sustainable production and responsible
consumption, green public procurement, energy saving and urban
motility.

Based on the legislation (no.225-N.4555/2018) the Regional FODSA of the Ionian Islands is
responsible among others for:

"a. The preparation of waste prevention-reduction programs,

....g. the scientific and technical support of OTAs. a degree in planning, the
implementation and creation of actions and projects,
...m. the promotion of actions and the implementation of projects that contribute to the circular
economy."

For this reason, it is planning the launch of the Create Support initiative
Circular Economy Structure in the Region of the Ionian Islands, with 3 actions:

1) The mapping of the existing situation and setting goals for the transition
in circularity

2) The preparation of a costed Action Plan - Road Map Cyclic
Economy at Local Municipality and District Level

3) The creation of a digital repository-helpdesk of related technical data
with the implementation of Circular Economy actions at the local level

The beneficiary Municipalities will take advantage of the above and will be able to organize them
their actions in a coordinated and methodical manner while at the same time they will have the
background to submit proposals and claim funding from resources
EU and/or Nationals.
