Energy Democracy in Practice: Transforming Local Communities through Collective Clean Energy

CIVIL SOCIETY: 302 PRACTICES

The initiative of the Minoa Energy Community aims to transform local societies from passive energy consumers into active producers and co-creators of the energy transition. Its goal is to substantially reduce energy poverty, strengthen the local economy, and create a fair, participatory, and decentralized energy model that generates measurable social and environmental impact.

The initiative is addressed to:
Households within the local community, with a focus on vulnerable groups
Rural and semi-urban households
Local small and medium-sized enterprises (SMEs)
Local government organizations
Citizens who wish to take an active role in the energy transition
The initiative started in 2021 and continues to this day, evolving dynamically through the development of renewable energy projects, increased citizen participation, and the strengthening of its social and environmental impact.
The initiative is based on an innovative, participatory energy model that enables citizens to become co-owners of energy infrastructure and to directly benefit from the production of clean energy. Through the development of renewable energy projects and the use of the net metering mechanism, the community creates a system of collective energy production and consumption, where the economic and environmental benefits are returned directly to the local society.
Implementation includes:
Development and operation of photovoltaic projects
Inclusion of new members on a cooperative basis
Distribution of energy benefits among participating members
Awareness, education, and citizen empowerment activities
Innovative / Distinctive features:
Transformation of citizens into active “prosumers”
Cooperative model with real participation in decision-making
Reduction of energy costs and reinvestment of value in the local economy
Integration of social, economic, and environmental impact
Scalable and replicable model for other regions
The initiative has already delivered measurable results:
Energy produced: [XXX MWh/year]
CO₂ emissions reduction: [XXX tons/year]
Participating members: [XXX individuals/households]
Reduction in energy costs: [XX% or € per household]
Local economic benefit: [estimated value €]
The initiative directly contributes to reducing energy poverty and strengthening social cohesion.
The initiative is implemented in the Region of Crete, with a focus on the Municipality of Minoa Pediada and the Heraklion Regional Unit, strengthening energy autonomy and local development through participatory renewable energy projects, with the potential for replication beyond the Region of Crete.
The initiative is developed through partnerships with:
Municipalities and local authorities
Energy and technical advisors
Local social partners
Universities
These collaborations ensure the initiative’s sustainability and the expansion of its social impact.
The initiative is based on the active participation of community members, as well as on voluntary awareness-raising and outreach activities. Collective engagement is a key pillar for success and for empowering the local community.
